The truth is that when you're in too low calorie diet your body prefers to use your existing muscle tissue for energy instead of using its fat stores. So, losing weight too fast is not good. The optimum is losing at a steady, moderate pace, so that is what you are losing fat, not just water or muscle.

The ideal is that lose up to 1.1 to 3.3 pounds per week. If you are losing weight faster than this then it is 99% certain that you are losing muscle, thus weakening your body and making your metabolism slower.
And remember that you can not reduce measures in specific areas of the body. It is true that fat accumulates in the buttocks, hips, and legs in women, and for men in the stomach, waist, and lower back, but the reality is you just can NOT do an exercise to reduce a specific area .
